This is the fortress of the wizard Mindok. Mindok had at least 4 Fire Whales as guards. This fortress had an underwater hangar for Mindok's aquatic battle wagon, another hangar for his flying battlewagon, as well as living quarters for the Mutant soldiers manning his war machines and manufacturing rooms.
